Administrators can help very little but "check" on their side, you can attempt to see if it is in fact your ISP that is at fault by running a trace route to a known site (not this one). How do you run a trace route you ask, here let me explain.
1st: Click your start button on windows then click the run button off to the side.
2nd: In the box type "cmd" without quotes.
3rd: Now you should get a msdos looking box pop up, type in this box "tracert *KNOWN SITE HERE*" without quotes.
This should go through solidly unless you have a disruption in your connection which is not always your fault. If you find a disruption in your connection (as marked by your trace route not being able to process, looks like "* * * *", then contact your ISP and ask for assistance.
