Chess program help
Some chess players have an red exclamation sign at right of their nicknames. If you pause the mouse over the sign, it says that they can use a program. I have some questions about that.
1) How does a player become authorized to use a program? A premium member certificate is enough? Or there are other prerequisites?
2) Is FlyOrDie able to discover if someone not authorized is using program help? If so, how?
3) If both players are using program help, this really means that one program is playing against the other and the player with the better program (and computer) must win. Am I right?
I apologize for my mistake. I had understood that the exclamation mark meant that the player 
was allowed to use  
 a chess program, when in fact, it means that he 
might be using
 a program. I'm sorry. I take this opportunity to make a suggestion: to be consistent with the notation of chess, 
FlyOrDie
 should use "
?!
" instead of "
!
" to indicate that a particular player might be cheating. Thank you.
