Actually, they are muted automatic as long you don't unmute them. Keep it in mind unmute demerited players is not a good idea, but its your choice.

People can receive any invite to play a match by demerited players, but u cannot see any word in chat, like i mentioned before unless you unmute.

All players with a demerit 

ARE

 automatically demerited.  There is an option to un-mute them, however.
