I don't see anything that makes me think this guy is using a program. He doesn't have a strong rating. Heck, my own rating is better:

If he had a 1000 points and no losses, I might be suspicious but that is nothing special.

If he insults you, press the "Print Screen" button to capture the insults and email them to the moderator. The moderator can punish offensive language.
