Firstly you will need to be a subscriber. As having the ability to display a picture is a sub only feature. Once you are subbed, simply open a window for a game on the site (E.g. 8-Ball) and before clicking "Start Game", simply click on "Settings" underneath. Once in the settings menu, simply click on upload picture.

Keep in mind the picture can be no bigger than 96x96 pixels and must be a valid format (JPEG, PNG, GIF). Also the filesize can be no bigger of 20,480 bytes (20kb)

Firstly your account needs to be subscribed.

On the login screen for any game click "Settings", then "upload picture". Then "Browse" to find where you saved the image.

The picture needs to be very small, maximum 96 x 96 pixels, maximum 20kB size. You can shrink/crop the picture to the right size on Photoshop (other software is available) or there are sites online to do it.
