The only way to report a player is by sneaking up behind him/her and conking them on the head with a bush hammer.  Otherwise you may easily report a player by clicking on them followed by clicking the      ' i '.  From there you can click on the ' report abuse ' button, then specify and confirm.

It doesn't work for me!
