What's the general consensus about moving the cue ball after a scratch or bad hit, etc? I get the impression that moving it is seen as poor sportsmanship. Is this true, or am I just handicapping myself unnecessarily? Thanks.

This subject has been covered many times before. The rules are that you can move.
Don't listen to the players that encourage you not to move. Even encouraging this is a kind of cheating (=encourage you to leave). Read the rules and find that you can move.
